Procurement documents and a laptop on a meeting table

In short: before writing a Terms of Reference (TOR) for IT equipment or systems, start from the problem and the outcome you need, check compatibility with existing systems, use official reference prices, define warranty and after-sales terms clearly, and write brand-neutral specifications.

This article provides general information. Check the latest regulations and practices with your agency’s procurement officer.

The framework

Thai government procurement follows the Public Procurement and Supplies Administration Act B.E. 2560 (2017) and related regulations, and is carried out through the Comptroller General’s Department electronic Government Procurement (e-GP) system.

1. Start from the problem, not the specification

Write down clearly what problem you need to solve, how many users the system must support, how it will be used and what outcome you expect. Then translate that into technical specifications. This leads to a system that truly fits and keeps the process competitive.

2. Check compatibility with existing systems

  • New equipment must work with your current network, backup systems and software
  • Specify the connectivity standards required rather than particular models

3. Use reference prices correctly

Refer to the reference prices and basic specifications for computer equipment from the Ministry of Digital Economy and Society, together with price surveys from several vendors.

4. Write brand-neutral specifications

State minimum capabilities and required outcomes, such as performance, capacity or security features, so that several vendors can bid fairly.

5. Define after-sales terms clearly

  • Warranty period and parts replacement conditions
  • Response time when problems occur
  • Installation, configuration and user training
  • Handover documents, such as system diagrams and user manuals

6. Information security

If the system handles important or personal data, define security requirements and consider providers with verifiable information security standards, such as ISO/IEC 27001.
